Abstract

This work presents an institutional experience aimed at strengthening tutorial practices at the Distance Education Center of the State University of Health Sciences of Alagoas, within the scope of the Open University of Brazil System. In a context of expansion of distance education and ongoing transformations following the 2025 regulatory framework, the study highlights gaps in the regulation of the pedagogical mediator’s role and the need for more consistent institutional guidelines. Based on coordinated tutorial practice and the identification of existing weaknesses, the MARS Tutoring Model was developed, grounded in the dimensions of Mediation, Referential Support, and Social Interaction. This is a qualitative case study and experience report, whose main technical product is the Tutor Guide, a document that organizes processes, responsibilities, and pedagogical guidelines. The results indicate that the model fostered greater institutional cohesion and contributed to the consolidation of a high-quality tutorial system in public distance education.
