Abstract

The present work discuss issues related to education as a social right and its effectiveness in national development through public policies for higher education, focusing on the University for All Program (PROUNI). It presents an overview of the concept of public policies, Duarte's defense of education as a fundamental right of a social nature and an evaluation of PROUNI, focusing on the contradiction identified by several authors, since the program, as a public policy, seeks to favor the access of students to the university, students who have completed high school in a public or private school (with full or partial scholarship) while benefiting private institutions . Finally, it points out the need for investments in public institutions of higher education, without failing to recognize, however, the benefits brought by the years of existence of the program to the students who benefit from it.
