THE COLLABORATION REGIME IN BRAZILIAN BASIC FUNDAMENTAL EDUCATION: THE CASE OF THE STATES OF CEARÁ AND SÃO PAULO

Abstract

The objective was to discuss the collaboration regime in the field of public education, with emphasis on the experiences of this policy in the states of Ceará and São Paulo. For this, we carry out bibliographic and documentary investigations in digital and physical collections, considering the relevance of perceiving in what aspects we advance and what are the perspectives regarding the establishment of a regime in which education is a systemic and nationally consistent policy. Initially we reflected on the national legal bases of the collaboration regime. Next, we analyzed the experiences of collaboration in the education systems of the states of Ceará and São Paulo. Finally, we draw on the conclusions, which lead us to the creation of the National Education System and the ideal of federative cooperation in addressing inequalities and with a view to improving and organizing education, so that policies are able to ensure it fairly.
