Abstract

For a long time people with special needs lived on the fringes of society. The excluded did not have legal support for education provided by the State. In the Federal Constitution of 1988, which guarantees education for all, we have art. 205: education, a right of all and a duty of the State and the family, will be promoted and encouraged with the collaboration of society, aiming at the full development of the person, their preparation for the exercise of citizenship and their qualification for work. By citing “everyone's right and the state's duty”, the education of people with disabilities is also ensured. In this article, a brief history of the Legislations, Decrees, Conferences, Resolutions and Plans that make up the rights guaranteed in the area of ​​education for people with disabilities.
